I think the three rules of the government or the party in 1984 are because of crime rates rising in the book the government has made rules to where people are constantly watched and cannot leave their homes. I think the three rules they put out mean don't talk to anyone about us don't try to stop us or don't step out of line or you will be publicly shamed.
